According to KTRK, a Pasadena youth minister was charged with video tapping teenage girls as they were showering at a church. However, the charges had to be dropped because the statute of limitations had run out.

A statute of limitations creates a period of time, or “limitations period,” after an offense has occurred in which charges can be filed by the District Attorney. If the charges are filed after the limitations period has expired, they must be dismissed. The limitations period for most felonies is five years. In the case above, the charges were state jail felonies, and most of those have a limitations period of three years.
